Facility Demolition: Compressor Station

Demolition

Project Overview

Hazardous Material Removal and Disposal

  • Safely removed and disposed of all hazardous building materials, including:
    • Asbestos-containing materials such as siding, roofing, insulation, and other components of buildings, pipes, and equipment
    • Remaining liquids such as glycol/coolants, compressor oils, and other fluids
    • Piping (above and below ground), equipment, and structures containing hazardous substances, including PCBs, lead, and mercury. Refer to the Hazardous Building Material Survey (HBMS) in Section VII.
    • Polychlorinated biphenyls (PCB) and lead-based paint

Demolition Scope

  • Demolished all buildings within the designated area as shown in project drawings, including:
    • Compressor building (required draining and backfilling the basement)
    • Evaporation building, storage units, office/shop/warehouse, and water treatment building
  • Removed all gas processing equipment, including gas coolers, gas scrubbers, buried and aboveground piping, electrical wiring, and conduit
  • Removed all concrete foundations, sidewalks, and painted surfaces (note: some painted areas required PCB decontamination as detailed in HBMS)

Equipment and Structures Removal

  • Removed the following compressor units, along with associated equipment and piping:
    • Clark BA-8 (Units 1-5), Clark BA-8T (Units 6-7), Clark TLA-6 (Units 8-10), Clark TCV-10 (Units 11-13), and Clark TCV-16 (Unit 14)
  • Removed all electrical and instrumentation equipment, including MCC, switchgear, motors, generator panel boards, transformers, control panels, transmitters, and gauges
  • Removed tanks and accessories such as oil storage tanks, secondary containment, air tanks, utility water storage tanks, wastewater tanks, natural gas condensate tanks, ethylene glycol tanks, and jacket water storage tanks

Additional Responsibilities

  • Ensured the existing air compressors and ancillary equipment in the compressor building remained operational for future use as a warehouse/shop
  • Disconnected all active utilities and process piping, ensuring they were de-energized before starting work
  • Drained and disposed of all fluids from piping and structures as applicable
  • Implemented Soil Erosion and Sediment Control (SESCP) measures, including installing all required devices before any ground-disturbance activities
  • Properly removed and disposed of contaminated materials, including soil, gravel, asphalt, and hydrovac materials

Deliverables Prior to Commencement of Work

  • Notification Requirements:
    • Notified all relevant local, state, and federal authorities which included submitting a Notice of Intent (NOI) for asbestos removal and NESHAP notification at least 10 working days prior to removal
  • Safety and Environmental Compliance:
    • Submitted a Site Safety Plan, Hazardous Materials Mitigation Plan, Asbestos Abatement Plan, Lead Abatement Plan, and PCB Removal Plan
    • Ensured compliance with all local, state, and federal regulations, including measures for spill prevention, dewatering, and erosion control
  • Work Planning and Permitting:
    • Developed a Waste Management Plan, Hydrovac Management Plan (if applicable), and Health and Safety Plan (HASP)
    • Provided a detailed Project Management Plan, Project Execution Plan, and Project Schedule
  • Other Requirements:
    • Prepared a Salvaged Materials Agreement and Proof of Final Destination
    • Submitted a comprehensive Job Completion Book, including daily JSAs, hot work forms, bills of lading, shipping manifests, and disposal documentation

E&S Deliverables

  • Project Safety and Health Management Plan
  • Narrative approach to work and detailed manpower/equipment loading plan
  • Subcontractor credentials, including TRIR and EMR ratings
  • Traffic Control Plan, Spill Plan for Oil and Hazardous Materials, and FERC erosion control and mitigation procedures

Key Responsibilities

  • Decontaminated and properly disposed of hazardous building materials and fluids
  • Designed and furnished all required rigging equipment, including spreader bars and slings
  • Ensured the safety of personnel and property through strict adherence to approved plans and procedures
  • Confirmed that all utilities and systems were disconnected before initiating demolition activities
  • Maintained clear and timely communication with the Company and regulatory agencies throughout the project
