Evers & Sons Inc. will attend the 2026 Railroad Commission of Texas Regulatory Conference, July 13–15, in Round Rock, Texas. Our Vice President of Decommissioning & Asset Abandonment will represent our Decommissioning & Asset Abandonment Division as regulators, operators, contractors, and others in the industry gather to learn and discuss the evolving regulatory landscape of Texas energy.
The Railroad Commission of Texas plays a central role in the state’s energy industry, overseeing oil and natural gas exploration and production, pipeline safety, and the environmental responsibilities associated with energy infrastructure. That responsibility extends throughout the full life cycle of an asset from development and operation through decommissioning, well plugging, site remediation, and final reclamation.
As the nation’s leading oil and natural gas producing state, Texas has one of the largest and most mature energy infrastructure footprints in the country. Decades of development have created an extensive network of wells, pipelines, facilities, and associated infrastructure. While continued investment and new construction remain critical to the state’s energy economy, aging and inactive assets are creating an equally important need for safe, responsible, and well-planned retirement.
The Railroad Commission continues to make orphaned well plugging and site restoration a major priority. As of June 10, 2026, the Commission’s State Managed Plugging Program had plugged 1,688 wells during fiscal year 2026 alone, adding to more than 47,000 wells plugged statewide since the program began in 1984. Federal funding is also supporting work beyond the wellbore itself, including soil remediation, habitat restoration, and the decommissioning or removal of associated pipelines, facilities, and infrastructure.
Recent regulatory and legislative activity further reflects the growing focus on long-term asset responsibility. Texas has taken steps to address aging inactive wells, while the Railroad Commission continues to update environmental requirements related to oil and gas waste management, remediation, and the safe retirement of infrastructure.
